There was a Googler post yesterday about this. They are now notifying you separately of people that you have added who then, later, add you back to their circles.
I think this feature is more for people like +Robert Scoble who get hundreds of follow messages a day, and do not want to clutter notifications. It's a nice little feature. 🙂
It just showed up first time for me, I think it is a small help. Too often, the little notifications drop down is not up-to-date, and I've gone to check on people that it turned out I'd already circled. This will help out, it told me 8 people had circled me and 2 had circled me back. (however, I had already seen the 8 people; like I said, not up-to-date)
