If I am being notified of posts from a specific user and they are sharing to public only… And they are not in my circles.. The only reason I am being notified is becase they are checking the notification box when they share it out correct?
I believe you are correct. I get notification when people in my "special" circles post because I set it that way. Otherwise it happens when some people select to notify people in their circles. I've been getting emails lately from someone that is proud of his fireworks photography of some festival in South Asia… I've seen that he follows me, but he is not in my circles.

They plus 1ed my private post – no reply – no hey thanks – and I assume did not care… so sadly even thou they are a good photographer, they might be getting the block…

I get notified when someone shares my posts, so it may just be a default setting.
