Android Developers or those that have researched app development pricing?

What does it truly take to make a simple Android Application that will display a set group of photos that can be updated (hopefully without the app needing to be updated) With links to a photographer profile or website.

So simple app that displays a set number of photos – that can be updated easily by the persons who photos they are and might be able to send a simply notification that states new photos have been released..

Is Android cheaper to develop for than Apple?
